Walpole was a large man with an expansive and canny personality. Born in Norfolk, educated at Eton and Cambridge, and gifted with both impressive rhetorical skill and nearly unerring political instincts, he nonetheless retained an unpretentious style, earning the nickname “the fat old Squire of Norfolk.” His rise to power had everything to do with his ability to control the political center; though a dedicated Whig, he understood how to compromise, and did his best to curb the overzealous tendencies of his fellow Whigs. He also knew that a great deal of political power still came from the favor of the king. It was Walpole who, after the public breach between George and George Augustus, persuaded them to at least appear to get along—an accomplishment that demonstrated his formidable people skills. With Walpole, the government largely remained on an even keel.
WHIGS AND TORIES
The term Whig comes from the Scots word whiggamor, or cattle driver, and became used as a form of derision for those Members of Parliament who so opposed rule by a Roman Catholic monarch that they supported the Exclusion Bill. It eventually became a badge of honor for those who advanced the bill. Their opponents, the Tories, were so called in reference to the Irish word for an outlaw, because many Catholics in Ireland supported a Catholic monarchy—as did quite a few of the Tories. Though the names were linked to a specific issue, they also invoked wider principles, and over time they stuck. The two parties would dominate British politics for generations.
